“三农”抽样调查中的多重抽样框方法研究

摘　　要："三农"问题的解决是我国实现乡村振兴和全面建成小康社会的关键。及时、准确和全面地获取有关"三农"问题的统计数据是解决"三农"问题的前提和基础。随着我国农村社会经济改革的不断深化,面对农民工迁移和农村土地流转等新问题的不断涌现,仅依靠传统方法编制单一完全覆盖的抽样框已无法解决农业与农村抽样实践中调查目标频繁变动的难题。基于多重抽样框方法进行抽样实践是破解这一难题的有效途径,基于此,在构建多重抽样框的前提下,按照抽样末端对"户"和对"地"抽样两种情形分别给出基于多重抽样框的多阶段抽样设计方案;并依照π估计量的形式,给出了总体总值的估计量、估计量方差以及方差估计量;最终形成了一套基于多重抽样框的我国"三农"抽样调查体系。The solution to the problem of“agriculture,countryside and farmers”is the key to the rejuvenation of the countryside and the building of a well-off society in an all-round way.To acquire timely,accurate and comprehensive data on the problem of“agriculture,countryside and farmers”is the precondition and basis for solving it.Along with the deepening reform of our country’s society and economy,many new problems such as migration of rural migrants and farmland circulation emerge constantly.Therefore,it is impossible to solve the problem of frequent changes in survey objectives in agricultural and rural sampling practices by relying solely on traditional methods to prepare a single sampling frame fully covering all areas.It is the sampling based on the multiple sampling frames that is an effective way to solve the dilemma.Based on constructing multiple sampling frame,this paper provides the solutions of multistage sampling design based on the list frame and area frame according to two kinds of sampling situations such as“household”and“land”sampling.And then in accordance with the form ofπestimator,this paper gives the estimation of the population total in multi-stage sampling,the estimation variances and variance estimation.This study can provide the reference for the statistical department of government to carry out sampling based on multiple sampling frames of“agriculture,countryside and farmers.”
