摘　　要：灾害之于贫困的复合嵌入性,是精准扶贫战略推进过程中必须厘清的基本认知。当前防灾减灾与扶贫减贫的疏离和脱节,导致因灾致贫返贫问题依然比较突出。新形势下,必须要重构减灾与减贫的关系,从碎片化管理走向整体性治理,促进该场域公众主体性地位的回归,形成多维合力,从根本上阻断因灾致贫返贫的生成渠道,实现减灾与减贫的互促共赢。The compound embedment of disaster in poverty is the basic cognition to be clarified in the process of targeted poverty alleviation.Currently the poverty and back into poverty caused by natural disasters are serious because of the gap between disaster prevention and reduction and poverty alleviation.Under the new situation,the relationship between disaster reduction and poverty reduction should be reconstructed,changing the fragmented management to integrity management and promoting the field of public subjectivity regression.Only such a solution would form a multidimensional force to interdict the generative mechanism of the poverty and back into poverty caused by natural disasters,so as to create a win-win situation of disaster reduction and poverty reduction.
