摘　　要：环境治理是一个系统工程,国家必须将其作为重大民生实事紧紧抓在手上。阜新市作为一个资源枯竭型城市,存在水资源短缺且污染状况严重、大气环境污染突出、土地资源破坏严重等环境问题。在坚持可持续发展原则、分类治理原则、可行性原则、跨地区协调原则和全民参与原则的前提下,阜新市必须系统地制定环境保护地方立法规划、确定立法内容,完成环境保护地方法治建设顶层设计。同时,要加快矿山地质环境恢复治理,合理引导城市产业可持续发展,促进资源节约与综合利用,完善资源型城市环境治理过程中相关资金的计算办法,确立主要领导负责制下的协作治理机制,提高居民环境保护意识,加强社区环境治理。Environmental governance is a systematic project,and the state must firmly grasp it as a major livelihood.As a resource-exhausted city,Fuxin City has environmental problems such as water shortage and serious pollution,prominent atmospheric pollution and serious damage to land resources.Under the premise of adhering to the principles of sustainable development,principles of classification and governance,principles of feasibility,principles of cross-regional coordination and the principle of universal participation,Fuxin City must systematically formulate local legislative plans for environmental protection,determine the content of legislation,and complete the top designof the rule of law in environmental protection.At the same time,it is necessary to speed up the restoration and control of the geological environment of the mine,reasonably guide the sustainable development of the urban industry,promote resource conservation and comprehensive utilization,improve the calculation method of relevant funds in the process of resource-based urban environmental governance,and establish a cooperative governance mechanism under the main leadership responsibility system,improve residents'awareness of environmental protection and strengthen community environmental governance.
