美丽中国视域下主体功能区建设中的利益驱动机制

摘　　要：《全国主体功能区规划》发布以来,地方政府都努力成为重点发展地区,而唯恐被划入限制工业发展区域。随着2035年美丽中国建设目标的接近,中央要求完善主体功能区配套政策。本文通过一个综合考虑外生比较优势与内生比较优势的地区分工模型,对地方政府不愿承担生态功能现象的成因及影响因素进行分析,并通过1996—2015年的分省数据验证了理论模型提出的命题。结果表明:不同地区发展工业带来的国民收入提高效果不一,主体功能区规划可以有效发挥各地的比较优势,但不具有外生比较优势的非城市化地区仍具有通过发展工业提高地区收入的动力。为此提出要兼顾各区域不同主体的利益,形成实现主体功能区规划的利益驱动机制,以保障主体功能区规划的实施。Since the Plan of the National Main Functional Areas was put forward,local governments have made great efforts to make their precincts be planed into the key areas of development,all being afraid to be the areas of restricted industrial development.But with the goal of building beautiful China in 2035,Chinese central government needs to improve the supporting policies for the main functional areas.Based on a regional labor division model involving exogenous and endogenous comparative advantages,this paper analyzes the causes and influencing factors of the phenomenon that local governments are reluctant to undertake ecological functions,and verifies a series of propositions proposed by the theoretical model with 1996-2015 provincial data.Results show that the industrial development in different regions have different effects to improve the national income,and the main functional areas planning can effectively make use of the local comparative advantages.But the non-urbanized areas that do not have the comparative advantages still have the motives to improve their regional income through the development of industry.Therefore,in order to ensure the implementation of the main functional areas planning,the interests of the different subjects in each region should be taken into account,and the interest driven mechanism to realize the plan should be formed.
