摘  要:党的十九大对干部选拔提出了新的导向要求。考察谈话作为党政领导干部选拔的重要环节,应当在防治干部"带病提拔"、匡正选人用人风气等方面发挥相应作用。然而,谈话对象与考察组之间存在信息不对称关系,可能诱发逆向选择风险与道德风险,致使考察谈话存在一定程度"失灵"。根据信息不对称的相关理论,应当从强化谈话对象的信号传递、推动考察组开展信息甄别、多元方法激励谈话对象等方面采取措施,以消减谈话对象与考察组之间的信息不对称,提高干部选拔科学化水平,选拔出政治立场坚定、忠诚干净担当的领导干部。The 19th CPC National Congress has put forward new guidance for the selection of cadres.As an important part of the selection of cadres,inspection talk should have played a significant role in prevent promoting ill ones and created a righteous atmosphere of the cadres’selection and appointment.However,there is an information asymmetry relationship between the interviewee and the investigation team,which may induce reverse selection and moral risk and failure,and in a certain degree,the initial intention of selecting and appointing carders goes away.According to the related theories of information asymmetry,this paper prefers such measurements as strengthening the signal transmission of the interviewees,promoting the information screening carried out by the investigation group,and implementing the diversified incentives for the interviewees.If so,we can alleviate asymmetric information and improve the scientific level of cadres’selection,and as result,we are sure to select those cadres who have a firm political position,loyalty and cleanliness.
