摘 要:台湾自2017年起由大学自主决定是否开展和如何开展系所评鉴,台湾为期11年的历经两个周期的强制性系所评鉴画上了句号,也正式宣告台湾各大学进入"评鉴自主"的"2.0"时代。在新的评鉴政策下,台湾高等教育愈加重视大学的学术自治和教育品质保证,愈加强调大学资讯的公开、互动与分享。随着台湾高等教育评鉴政策的变化,高等教育机构从"规范者"变身为大学院校的"协助者",其评鉴规划与评鉴方式也随之发生改变。因此,梳理台湾教育评鉴现状与走向,探讨高等教育评鉴机构的身份转换,对高等教育评估工作的探索不无裨益。Since 2017 universities have decided autonomously whether or not and how they carry out the department evaluation in Taiwan,which puts an end to 2-period of 11-year compulsory department evaluation,and usher in a new era of"Autonomy Evaluation"for Taiwan universities.Under the new evaluation policy,higher education in Taiwan pays more and more attention to the spirit of academic autonomy and the guarantee of education quality,and emphasizes the openness,interaction and sharing of university information.With the change of higher education evaluation policy in Taiwan,higher education institutions have changed from"norm"to"assistant"in higher education institutions,and their evaluation plan and evaluation methods have also changed.The current situation and trend of education evaluation in Taiwan,and the identity transformation of higher education accreditation institutions provide references for the exploration of higher education evaluation in China's Mainland.
