摘　　要：运用文献资料、逻辑分析等方法,以利益为主线,对校园足球政策执行难的问题进行了深入分析。研究认为,校园足球的政策执行归根到底是受利益驱使的,不同的利益主体有着不同的利益诉求,而这些诉求无论是在纵向上还是横向上都存在着一定的冲突,从而使得校园足球政策陷入了"执行难"的困境。因此,应该着眼于冲突的根源,通过相关制度的完善以规范和引领主体的行为,进而推进政策的有效执行。制度的完善需要从正式制度的强化和非正式制度的重塑两方面进行。前者包括:构建有效激励制度、完善协同治理制度、强化监督评估制度。后者包括:加大舆论宣传力度以改变陈旧思想观念、培育校园足球文化以优化政策执行环境。Based on literature review,logic analysis and other methods,with the consideration of relevant interests as the centre,this paper explores the difficulties in implementation of campus football policy.It holds that the policy implementation is ultimately interest-driven,with different interest subjects having different interest demands.However,these demands have conflicts that hinder the policy implementation.Therefore,to promote the effective implementation of campus football policy,reasons of conflicts should be found,relevant systems should be bettered so as to normalize and guide the behavior of all interest subjects.The improvement of the system needs to be carried out from two aspects:the strengthening of the formal system and the remolding of the informal system.The former includes the construction of an effective incentive system,the perfection of a cooperative governance system and the strengthening of a supervision and evaluation system.The latter covers intensifying publicity to change old ideas and concepts,deepening the combination of sports and education to ensure quality education,and cultivating campus football culture to optimize the policy implementation environment.
