摘　　要：政社分开改革意在从源头切断社会组织与政府之间的利益链条,然而在某些地方政社分开改革后却出现政府与社会组织合谋腐败和社会组织滥用职权腐败等新的问题。社会组织腐败治理成为政社分开中迫切需要化解的重要课题。随着政社分开改革的推进,各项改革法规和政策中腐败治理措施相继出台,但是由于腐败的错综复杂环境以及与各领域高度关联性,使得法规政策制定名目繁多,却出现"制度重复""制度冲突""制度无力"等政社分开中社会组织腐败治理的现实困境。因此扭转这种困境的路径就是分步化解政社分开中社会组织腐败治理的软肋,综合考虑各项政策法规之间的内在联系和有效支撑,以及全面深化政社分开中涉及社会组织腐败治理的重要改革,从而构建政社分开与社会组织腐败治理的科学体系。the separation of government and society from the source to cut off the interest chain between social organizations and the government has become an important path of social organization’s corruption governance.However,in the separation of government and society,there are problems of disguised corruption in government joint social organizations and abuse of power in social organizations.Corruption governance has become an important issue that needs to be resolved urgently in the separation of government and society.With the promotion of political and social reform,corruption management measures have been introduced in various reforms,regulations and policies.However,due to the complicated environment of corruption and the high correlation with various fields,there are various regulations and policies,but there are“system repetition”,“system conflict”and“system weakness”and so on.The realistic predicament of the corruption governance of the social organization.Therefore,the way to reverse this dilemma is to defuse the soft rib of the corruption governance of the social organization in the separation of political and social organizations,take into consideration the internal relations and effective support of various policies and regulations.After the deep excavation of the causes of the root cause of corruption,the scientific system of the separation of political and social organizations and the construction of a clean and honest government of the social organizations is clearly presented.
