摘 要:随着中国经济进入新常态,城市间对人才的竞争日趋激烈,并展现出一些新的特点。由于这一阶段人才竞争涉及的城市众多,出台政策密集,受益群体广泛,其背后的深层次原因和政策效应值得探讨。引才大战的背后是一系列深刻的社会经济形势变化,在人口老龄化的大趋势下,地方政府在城市(群)激烈的竞争中,面临经济发展换档和提高发展质量的多重压力,引才大战是地方政府对发展的渴求和对现实焦虑的体现。引才大战在政府层面表现为各类人才优惠政策的集中释放,其在户籍方面的举措有望助推户籍制度改革。随着二线城市吸引力的不断提升,中国城市体系有望更趋合理。而在激烈的人才竞争中未取得优势的城市,其未来发展前景不容乐观。As China's economy has entered a new normal,the talent competition among cities has become increasingly fierce,and some new features have emerged.As the talent competition in this stage involves many cities,the introduction of intensive policies and the benefit groups are extensive,the underlying reasons and the policy effect are worth discussing.A series of profound social and economic changes were behind the war.Under the general trend of population aging,local governments are faced with multiple pressures of shifting economic development and improving the quality of development in the fierce competition of cities(groups).This is a manifestation of local governments'desire for development and their anxiety about reality.The war of attracting talents is reflected in the centralized release of all kinds of preferential policies at the government level,and its measures in the aspect of household registration are expected to boost the reform of the household registration system.With the increasing attraction of second-tier cities,China's urban system is expected to become more reasonable.And in the fierce competition for talent,the future development prospects of disadvantage city are not optimistic.
