摘　　要：学术期刊的认定与清理作为学术期刊改革的第一步,对未来学术期刊的发展起到了重要的指引作用。文章首先界定了学术期刊的范围和特性,之后结合两批学术期刊认定与清理的结果,分析了当前学术期刊管理的现状及问题,提出在论文提交-前期审稿-中期加工-后期反馈各个流程都要实行动态管理,最终要建立与之相匹配的保障机制、审稿机制、评价机制和反馈机制。The identification and sorting out the academic journals as the first step in the reform of academic journals plays an important guiding role in the future development of academic journals.The study first defines the scope and characteristics of academic journals,and then analyzes the current situation and existing problems related with the academic journals management based on the results of the identification and sorting out two groups of academic journals.It proposes that the dynamic management should be carried out in all processes,such as the paper submission,the preliminary reviewing the manuscript,the interim modification and the later feedback.Finally,it is necessary to establish a corresponding guarantee mechanism,a reviewing mechanism,an evaluation mechanism and a feedback mechanism in accordance.
