摘　　要：目的:探讨新医改形势下社区卫生服务中心面临的困境及建议。方法:采用自制微信问卷进行网络调查。结果:我国社区卫生服务中心目前面临的主要困境依次是全科(乡村)医生数量不足,绩效工资制约中心义务人员的积极性,信息化薄弱/缺乏顶层设计,全科(乡村)医生服务能力不足,社区药品目录局限、难以满足本社区居民需要等。结论:在改革浪潮中,基层医疗机构自身应找准自身定位,夯实已存在优势;抓住机遇,不断探索中心管理新模式;大胆创新实现资源配置最优化;加强人才引进及留用,注重人才的职业发展规划;政策层面应加快高质量全科医生培养,合理分配绩效工资,提高医务人员积极性,加快信息化建设,落实双向转诊及家庭医生签约,加强医联体实际作用。Objective:To explore the difficulties and suggestions for community health service centers in the context of new medical reform.Methods:A self-made WeChat questionnaire was used to conduct network survey.Results:The main difficulties in community health service centers in China were the insufficient number of general practitioners(rural),the restriction of performance wages on the enthusiasm of volunteers in the center,the weak information technology/lack of top-level design,the insufficient service ability of general practitioners(rural),the limitation of community drug catalogue,difficult to meet the needs of the community residents in turn.Conclusion:In the wave of reform,grass-roots medical institutions should identify their own positions and consolidate their existing advantages,seize the opportunity and constantly explore the new mode of central management,bold innovation to achieve optimal allocation of resources,strengthen the introduction and retention of talents,and lay stress on the career development plan of talents.At the policy level,the government should speed up the training of high-quality general practitioners,rationally distribute performance pay,improve the enthusiasm of medical staff,speed up the construction of information technology,implement two-way referral and family doctor signing,and strengthen the practical role of the medical association.
