兰白实验区高新技术产业集群集聚度与效应的实证分析

摘　　要：[目的]通过对于高新技术产业集群的集聚的研究,论证高新技术产业集群集聚产生的显著的集聚效应,及对地区经济发展的促进作用。[方法]文章主要通过高新技术产业集群集聚度的测度,构建了高新技术产业集群效应的评价指标体系,并对兰白实验区高新技术产业集聚度与效应进行了实证分析。[结果]兰白实验区高新技术产业的区位熵值从2006年起,出现大幅度上升且逐年递增,在2009年超过了2,说明兰白实验区高新技术产业已形成竞争力较强、专业化水平较高的产业集群,并呈现持续增长的态势;兰白实验区高新技术产业集群的集聚效应自2006年开始形成,总体效应趋势稳中有升,但兰白实验区高新技术产业尚处于集群成长阶段,产业集群的各单项效应还未充分显现。[结论]应将高新技术产业集群效应理论运用于兰白实验区发展政策的制定,结合"一带一路"经济带的发展,合理布局兰白实验区的产业,优化配置高新技术产业集群内的各种资源;地方政府应加强对兰白实验区各个维度的支持和政策引导,为培育和发展兰白实验区高新技术产业集群提供良好的政治环境,促进兰白实验区高新技术产业集群的集聚和发展。The agglomeration of high-tech industrial cluster had produced a significant agglomeration effect and promoted the development of regional economy.Through the measurrment of the cluster degree of high-tech industry cluster,this paper constructed the evaluation index system of the effect of high-tech industrial cluster,and analyzed the agglomeration degree and effect of high technology industry in Lanbai experimental area.According to the study,the location entropy of the high and new technology industry of Lanbai experimental area had risen sharply from the year 2006 and increased afterwards year by year,and it had exceed 2 in 2009,which showed that Lanbai high-tech experimental area formed a strong and professional industry cluster with a higher professional level,and presented a continuous growth trend.But high-tech industry in Lanbai experimental area was still in the stage of cluster growth,and the individual effects of industrial clusters was not yet fully displayed.We should apply the theory of high-tech industrial cluster effect to the formulation of the development policy of Lanbai experimentation area,combine the development of"the belt and road initiative",rationally lay out the industry of Lanbai experimentation area,and optimize the allocation of all kinds of resources in the high-tech industrial cluster.Local governments should strengthen support and policy guidance for all dimensions of Lanbai experimental area,provide a good political environment for cultivating and developing high-tech industrial clusters in Lanbai experimental Area,and promote the gathering and development of high-tech industrial clusters in Lanbai experimental area.
