摘　　要：水旱灾害应急处置是贯穿防汛防旱工作始末的重中之重和主要举措。介绍了江苏历史水旱灾害基本情况,指出水旱灾害应急处置预防到位、科学调度、全力抢险、及时避救、有效修复五个关键环节,探讨了2017年"11·8"长江江苏扬中段崩岸险情应急处置实践运用,提出了树立以人民为中心、生命至上理念,坚持以防为主、防抗救相结合方针,健全统一指挥、部门联动工作机制,加强专业队伍建设和物资增储,推进防汛防旱社会化管理等建议,为今后水旱灾害应急处置提供借鉴。Emergency response to flood and drought disasters should be the top priority and key measure for flood control and drought relief.The history of flood and drought disasters in Jiangsu is reviewed.Key measures are put forward,including precaution measures and timely response to flood and drought disasters,scientific regulation,disaster prevention and effective rescue and recovery from damages.Discussions are made on emergency response to bank collapse of the Yangtze River Jiangsu Yangzhong section on November 8,2017.It is recommended to follow the concepts of people-centered and giving priority to lives,focus on prevention that combines with defense and rescue,unified commanding and integrated approaches of governmental departments,strengthen capacity building of professional teams and material reserves,and stimulate the general public to further efforts for flood control and drought relief.It shall provide references for future emergency response to flood and drought disasters in the province.
