政社合作下青少年体育后备人才培养评价研究

摘　　要：运用文献研究法、专家咨询法、问卷调查法、层次分析—模糊评价法,在分析青少年体育后备人才素质需求的基础上,从基础条件维度、组织建设维度、训练竞赛维度、人力资源维度、政社合作维度和社会影响维度六个维度构建青少年体育后备人才培养评价指标体系。根据专家打分确定指标权重,提出青少年体育后备人才培养的政策建议:调动各级体育部门能动性,建立多元化经费筹集机制;积极引导社会力量办训,合理利用新媒体宣传;加快推进省校县办,发展高校联合办学;建章立制强化管理,促进规范发展;建立目标考核责任制,细化绩效考核标准。Using the methods of literature research,expert consultation,questionnaire survey and hierarchical analysis-fuzzy evaluation,six dimensions and according indexes are constructed to build an evaluation index system for juvenile sports reserve personnel training.They are the basic condition dimension,organization construction dimension,training competition dimension,human resource dimension,government&social cooperation dimension and social influence dimension;index weight is gotten from expert rating.Finally,policy suggestions are put forward for improving the training of juvenile sports reserve:mobilizing the activism of the sports departments at all levels,and establishing a diversified fund raising mechanism;actively guiding social forces to join,and making rational use of the new media publicity;accelerating provincial school county running,and developing joint education with colleges and universities;strengthening the management and promoting the standardized development by setting up the rules and regulations;establishing target assessment system,and refining performance appraisal standards.
