摘　　要：地铁工程建设的特点决定了地铁施工的高危险性,地铁施工过程潜在风险因素较多,其安全风险管理难度大。地铁施工安全风险巡视有利于安全风险管理,这项工作贯穿于安全风险管理的各个阶段、贯穿于施工阶段的各个时期、贯穿于地铁施工的各参建方。如何实现在第一时间、第一现场获取第一手资料,并在第一时间处理安全风险,保证安全风险巡视工作的有效实施则是关键。从安全风险巡视的组织与实施角度出发,结合地铁施工安全风险巡视的特点,分析了地铁施工安全风险巡视的组织应具备的特性,在这个基础上建立了地铁施工安全风险巡视实施的"非典型性"组织,并给出其组织结构设计框架,设计了该组织实施的管理流程,制定了保证地铁施工安全风险巡视正常实施的相关制度,为地铁工程施工安全管理从组织与实施的角度提供了新思路和新视角。The characteristics of metro construction determine the high risk of itself,there are many potential risk factors in the process of metro construction,and the safety risk management is very difficult.Safety risk inspection of metro construction is advantageous to the safety risk management,the work goes throughout every stage of safety risk management,throughout each period in metro construction,throughout each cooperated-building party.How to obtain the first-hand information in the first time and the first place,then to deal with the safety risk in the first time,the key is to ensure the effective implementation of safety risk inspection work.From the perspective of metro construction management’s organization,and combining the characteristics of safety risk inspection of the metro construction,it analyzed the characteristics of the organization of safety risk inspection,then established the safety risk inspection"atypical"organization of the metro construction,showed the frame of organization structure design and the design of the organization to implement management process,formulated relevant system to ensure the normal operation of safety risk inspection of the metro construction,which provided a new idea and perspective for safety management of the metro engineering construction from the perspective of organizational implementation.
