摘　　要：抵消机制是碳排放权交易体系的基本要素和试点碳市场连接的关键环节。通过比较分析发现,中国已运行的8个试点碳市场都设置了抵消机制,且大部分试点碳市场还制定了专门的抵消机制管理规定;但在最高可抵消比例、来源项目类型、区域和时效等方面还存在着显著差异。研究还发现,各试点碳市场普遍存在可抵消配额量远高于市场成交量的现象,从而导致部分试点碳市场出现交易低迷问题。未来各试点碳市场跨区合作将会不断推进,维护市场运行稳定的要求也会不断提高,不仅需要严格控制可抵消量规模,还需要及时评估已设置的抵消机制的运行效率,并进行积极完善。与此同时,全国统一碳市场的建立和稳定运行也需要构建统一而完备的抵消机制。The offset mechanism is the basic element of the carbon emission trading system and the key link in the pilot carbon market.By comparison,it is found that the eight pilot carbon markets in China have set up offset mechanisms,most of which also develop special management regulations of the offset mechanism;but there are also significant differences in the highest offset ratio and sources projects types,regions and timeliness,etc.It is also found that there is a widespread phenomenon in the pilot carbon market that offsets the amount of quotas much higher than the market volume,which leads to a downturn in some pilot carbon markets.In the future,cross-regional cooperation in the pilot carbon markets will continue to be advanced,and the requirements for maintaining stable market operations will continue to be increased.It is necessary not only to strictly control the scale of offsets,but also to assess the operational efficiency of the former offset mechanisms in a timely manner and to actively improve them.The establishment and stable operation of the national unified carbon market also requires exploration and research on how to construct a unified and complete offset mechanism.
