摘 要:操作干预水平(OIL)是在核事故时启动实施防护行动的限值。核电厂事故下的操作干预水平值与当时的气象条件和事故源项有密切的关系。文章介绍了基于在线堆芯损伤源项数据和气象条件的操作干预水平值的计算方法,以及剂量率推导方法和多点环境监测值的公众防护行动逻辑判断方法,并给出了基于实时操作干预水平的防护行动决策系统的业务流程和软件架构。该系统可以实时采集在线堆芯损伤源项数据和气象数据计算操作干预水平值,实现了基于环境监测数据的操作干预水平实时修正和公众防护行动的决策的实时管理。The Operational Intervention Level(OIL)is the limit at which a protective action is initiated during a nuclear accident.The value of operational interventions at a nuclear power plant accident is closely related to the weather conditions and accident source items at that time.This paper introduces the calculation method of operational intervention level values based on online core damage source data and meteorological conditions,as well as the dose rate derivation method and the public protection action logic judgment method of multi-point environmental monitoring values,and gives the system flow and Architecture.The system can collect real-time online core damage source data and meteorological data calculation operation intervention level values,real-time correction of operational intervention levels based on environmental monitoring data and real-time management of public protection action decisions.
