发挥地缘优势 促进齐齐哈尔马铃薯产业发展

摘　　要：位于世界三大黑土带之一的齐齐哈尔素有黑龙江省大粮仓的美誉,也是马铃薯主产地。为促进马铃薯主食化发展,助力乡村振兴战略,总结了齐齐哈尔市发展马铃薯产业所具备的地缘优势:得天独厚的土地资源、气候资源、水资源,丰富的技术贮备,优良的政策环境等。指出了目前马铃薯发展存在种薯优势不足、种植成本增加、仓储能力不足、加工产业链条短、种薯市管理不规范、信息服务不畅、品牌建设不到位等问题。提出了加强科技投入,培育专用薯品种,确保种薯繁育数量和质量;全面推进马铃薯产业与大数据的整合发展;及时出台保护性政策;发挥新型主体优势,提高机械化水平,降本增效,提升竞争力;培育壮大绿色马铃薯品牌;以主粮化为方向加强产业融合,多渠道销售产品。推动齐齐哈尔马铃薯的全产业链有序运行,促进马铃薯产业发展。Qiqihar located in one of the three black soil belts in the world,is known as the Granary of Heilongjiang Province and the main potato producing area.In order to promote the development of potato staple food and boost the strategy of rural revitalization,the geographic advantages of developing potato industry in Qiqihar City were summarized,such as unique land resources,climate resources,water resources,abundant technical reserves,excellent policy environment,etc.At present,there are some problems in the development of potato,such as insufficient seed potato advantages,increasing planting costs,insufficient storage capacity,short processing industry chain,irregular management of seed potato market,poor information service and inadequate brand building.It is proposed to strengthen scientific and technological input,cultivate special potato varieties,ensure the quantity and quality of seed potato breeding;comprehensively promote the integration of potato industry and big data;timely promulgate protective policies;give full play to new principal advantages,improve the level of mechanization,reduce costs and increase efficiency,enhance competitiveness;cultivate and strengthen green potato brand;strengthen industrial integration and multi-channel in the direction of staple food.These suggestions will promote the orderly operation of the whole potato industry chain in Qiqihar and promote the development of potato industry.
