摘　　要：德国应用科技大学是培养应用型人才的高等教育机构。德国应用科技大学的内外部治理呈现以下特点:联邦政府削权放权与加强宏观调控相结合,实现整体国家责任与各州利益之间的平衡;大学为主、政府参与,重视中介组织的桥梁和纽带作用。德国应用科技大学具有准入严格、应用导向、培训系统严密师的资队伍建设制度;校企合作、工学结合、实践导向的教学模式;政府主导、多方协同参与的就业服务体系与运行机制。借鉴德国应用科技大学治理制度,有利于完善我国新型大学的治理。Applied Science University is a higher education institution in Germany for cultivating applied talents.The internal and external governance of German applied science university demonstrates the following characteristics:the combination of the federal government's decentralization of power and the strengthening of macro-control;striking the balance between the overall state responsibility and the interests of the states;University-centered,government involvement,giving full play of the bridge linking role of intermediary organizations.German applied science university has strict admittance,application-oriented and rigorous training faculty building system;university-enterprise cooperation,work-integrated learning,practice-oriented instruction mode;Government leading,multi-party collaborative participation in employment service system and operating mechanism.Reference to the governance system of German applied science university is conducive to improving the governance of China's application-oriented university.
