摘　　要：城市社区治理创新是我国社会领域中的重大制度转型。对TJ市H区Y社区的个案研究发现,社区治理创新中的系列难题突出表现为居委会负担过重、居民参与层次较低、自治经费难以保障。其根源在于政府与社区间的合作伙伴关系尚未建立。文章尝试在边界、制度与资源依赖理论的视角下,构建一个城市社区治理创新的理论分析框架,认为社区治理创新困境的原因包括基层政府与社会的边界界定不清带来的"责能困境",社区治理制度的有效供给不足,以及资源依赖效应的影响。这就需要合理界定社区治理与行政权力的范围,完善社区治理的制度建构,促进政社合作和居民参与。Urban community governance innovation is a significant system transformation in the social field of our country.Through a case study of Y community,in H District,TJ City,this paper have found that a series of problems in community governance innovation are featured by the residents'committee is overburden,low level of residents participation and the autonomy funds is difficult to obtain.Community governance innovation dilemma stems from the cooperative partnership between government and community has not been established.This paper tries to construct a theoretical analysis framework for urban community governance innovation from the perspective of boundary,system and resource dependence theory.Reasons for the dilemma of community governance innovation include that the local government has sunk into"accountability dilemma"because of unclear definition from social boundary,the lack of effective supply in community governance system,and the effect of resource dependence.Governance Innovation of urban community requires reasonable definition of the range of community governance and administrative power,improvement on community governance system construction,promotion of cooperation between government and community and resident participation.
