行业高职院校联盟的运行机制研究——以中国旅游院校五星联盟为例

摘　　要：基于理性选择制度主义的视角解释中国旅游院校五星联校在联盟制度约束下的行为,可提供一种分析高校在具体情境中如何相互博弈构建联盟制度的工具。通过研究,行业类高校联盟的有效运行基于五个元素:一是强强联合的精英性联盟;二是科层化的管理体系;三是共同的行业背景;四是共同品牌的打造;五是以联盟主体广泛开展与政府、企业的合作以及国际化交往。Industrybased college alliances are essentially an institutional result of the cooperative competition between actors in certain situations.Based on the theory of rational choice of institution change,the paper provides us with a tool to analyze how colleges and universities cooperate and compete in a specific situation to structure an alliance system,so as to sort out the institutional basis for the effective operation of the alliance of higher vocational colleges and reveal its inherent logic.Through the research,it is found that the effective operation of industrybased college alliances depends on five elements:the elite alliance of strong colleges,the management system of bureaucratization,the common industry background,the building of a joint brand,and the cooperation between the alliance and the government and enterprises as well as international exchanges.
