摘　　要：阐述了随着公共卫生伦理学的发展和日益受到重视,存在于传染病防治、慢性病防治、流行病学研究、公共卫生资源分配等公共卫生领域的主要伦理学问题。同时探讨公共卫生伦理学公共利益至上与促进健康公平、公共卫生资源分配的公平公正和受益最大化、健康最大化和伤害最小化、平衡个人权利与公共健康权益的矛盾、信息公开透明等核心价值,为更好地推动公共卫生事业的发展,促进全人群健康提供科学参考和依据。With the development of public health ethics and increasing attention,the main ethical issues in the field of public health,such as prevention and control of infectious disease and chronic disease,epidemiology research,allocation of public health resource,are elaborated in detail. At the same time,to discuss the core values of public health ethics including paramountcy of public interest and promotion of health equality,fair distribution of public health resource and maximization of benefits,maximization of health and minimization of injury,balance of personal right and public health rights and interests,open and transparent policy information. In order to provide scientific basis and reference for promoting people health and the development of public health.
