“一带一路”背景下我国海外权益保护模式的创新

摘　　要：随着"一带一路"战略的深入发展,沿线国家政治互信、文化相通、经济交融,互利合作的局面初步形成。为保护我国日益增长的海外权益,我国公安机关在传统国际警务合作的基础上,进一步创新和发展了海外权益保护模式。其中,主动引领模式构建了以我为主的跨国论坛,有效扩展了国际警务合作范围;海内外警侨联动模式强化了政府部门和海外侨商会的联系,提高了国际警务合作效能;本国警务力量域外投射模式将执法力量直接作用于域外;外警培训模式则将外国执法力量"请进来"厚植了人脉资源,提升了国际警务合作效率。Since the implementation of the"One Belt and One Road"initiative,countries along the belt and road have enjoyed political mutual trust,cultural affinity and economic integration,and the all-round cooperation.In addition to the traditional ways of international policing to protect overseas rights and interests,Chinese police organs have made innovations and developments in international policing cooperation.Among them,the proactive leading mode is to build a transnational self-centered BBS to improve the scope of international police cooperation.The model of overseas Chinese-police federation aims to strengthen the connection between police organs,government and overseas Chinese business associations so as to improve the efficiency of international police cooperation.The model of domestic police forces projected outside tries to direct law enforcement forces extraterritorially.The mode of foreign police training enhances the efficiency of international police cooperation by"inviting in"foreign law enforcement forces to cultivate human resources.
