先发海洋强国发展经验及对21世纪海上丝绸之路建设的启示

摘　　要："一带一路"倡议是我国站在人类命运共同体的高度,为全球经济绿色、共享、创新发展提出的一剂药方。本文聚焦我国过去五年发展取得的成就,关注先发海洋强国与当代海洋强国发展经历与取得经验,为我国更好地促进21世纪海上丝绸之路倡议落地提出5点启示:一是关注管理涉海管理体制的优化重组,将海洋战略谋划的权责上升至国家层级;二是加强对海洋战略的认识与研究,尤其是理论思想研究;三是加强科学技术与装备能力建设,重视海洋教育与国家软实力构建;四是深化国际合作,提升全球运输投送与战略支点的后勤保障能力。The Belt and Road Initiative was the significant idea for the global economy toward the sharing and creating development goal that set up by China,the author focus on the evolution progress of the"Oceanic"Strategy from the Developed Countries,and table 5 proposals that promote the optimization and reorganization of authorization related to marine affairs,put the ocean strategy into the priority position of national level,drive to the theory study about the oceanic strategy,especially the theoretical research,promote the scientific technology and equipment ability construction,promote the international cooperation for the strategic goods transportation,strengthen marine education,take good care of environmental protection.
