高校“最多跑一次”改革的逻辑起点、价值意义与实现路径

摘　　要：最多跑一次"改革作为新时代高校推进的一项重要改革,充分体现了我国高校"以人民为中心"的办学和发展思想。师生权利本位是高校"最多跑一次"改革的逻辑起点。该项改革具有提升高校行政管理效率、撬动高校全面深化改革、增强高校组织凝聚力的价值意义。高校"最多跑一次"改革的实现路径包括对校务服务的广宣传、集成化、制度化、智慧化和优窗口等。The“Regulations for the Management of Students in General Colleges and Universities”is a socialist college student management provision,an administrative regulation promulgated by the Ministry of Education to standardize the management of college students,and is an important basis and basic system for the management of college students.The new features of legislative purposes,legislative principles,specific content,procedural provisions,and legal supervision reflects the progress of the rule of law in college student management systems with Chinese characteristics.The double concept,authorization regulation and mixed legal relationship bring some confusion to education management practice.Therefore,more efforts should be made to change the thinking,improve the system and cultivate the culture,so as to promote the legalization of the management of education for college students.
