渔船监测系统在中国远洋渔船管理中的应用与探讨

摘　　要：通过渔船监测系统获取渔船的位置、时间、方向和速度等信息来加强渔船监管,是海洋资源保护和渔业生产管理的重要手段之一。20世纪90年代各沿海国纷纷提高了对其所辖海域内渔业资源的管理强度,一些海洋资源大国与地区都建立了比较完善的渔船监测系统。中国从2007年开始逐步将所有中国籍远洋渔船纳入到远洋渔船船位监测系统监管范围。经过11年的发展,中国远洋渔船船位监测系统已经从基础的船位显示、船位跟踪发展到现在的集船位管理、船岸通信、渔捞数据分析等功能为一体的综合服务平台。在加强远洋渔船管理、保障生产安全、防范违规作业、履行国际义务等方面发挥了重要作用。建议增强渔船监测系统的监管能力和监管范围,发展符合中国国情和信息化技术水平的渔船监测系统。The vessel monitoring system(VMS),which can strengthen supervision by obtaining information of position,time,course and speed from fishing vessels,is one of the most important methods to protect maritime resources and manage fisheries production.In the 1990s,coastal countries have increased the intensity of fishery resources management in their jurisdiction,and some countries and regions with abundant marine resources have established relatively mature fishing vessel monitoring systems.Since 2007,China has gradually incorporated all Chinese overseas fisheries into the supervision of the vessel position monitoring system.After 11 years’development,China’s ocean fishing vessel position monitoring system has developed from basic ship position display and tracking to an integrated service platform that integrates ship position management,ship-shore communication and fishing data analysis.It has played an important role in strengthening the management of ocean fishing vessels,ensuring production safety,preventing illegal operations and fulfilling international obligations.It is also suggested that the regulatory capacity and scope of the system should be strengthened,and the development of fishing vessel monitoring system in line with China’s national conditions and information technology should be explored.
