摘 要:农村的基层群众自治制度是我国基层群众自治制度的重要组成部分,是我国基层民主的主要表现形式。尤其是随着1987年《村民委员会组织法(试行)》的通过,我国农村基层群众自治组织迅速发展壮大,并呈现出了强大的生命力。但与此同时,农村基层自治也出现了一些令人担忧的现象,如村民对村委会的信任度低、资源分化导致村子整合度低、自治的内在驱动力不足等。从根源上看,传统官本位思想、农民受教育水平不高和农村特有的社会形态都是造成这些问题的原因,所以要想解决这些问题,不仅需要从法律角度出发,政治、经济、文化、教育等各项事业都需要作出调整与配合,只有这样,我国农村基层自治才会更有活力,农村基层民主才能真正落到实处。Rural grassroots autonomy system is an important part of grassroots mass autonomy system and the main manifestations of grassroots democracy in China. Especially,since the Village Committee Organization Law (Trial) enacted in 1987,rural grassroots autonomous organizations have grown rapidly and shown great vitality. But at the same time,some worrying problems have arisen,such as the villagers having low trust in the village committee,resource differentiation leading to low village integration,autonomy lacking of internal driving force,and so on. The traditional official position,villagers’ low level of education,and the unique social form in rural areas are all causing the problems in the root. To solve these problems,not only the legal system,but political,economic,cultural,educational and other undertakings are all need to be adjusted and coordinated. Only in this way can the rural grassroots autonomy in China be more energetic and the grassroots democracy really be implemented.
