摘　　要：关于党的建设,习近平总书记在十九大报告中提出了一个具有鲜明特点的理念,即"把党的政治建设摆在首位","以党的政治建设为统领"。这一理念的提出积极回应了深刻变化的新形势,是提高党执政能力和领导水平的客观需要,与推进国家治理体系和治理能力现代化的内在要求相契合,也是推动全面从严治党向纵深发展的有力抓手。General Secretary Xi Jinping put forward a distinctive concept in the 19th National Congress of CPC in regard to Party building:“putting the party's political construction in the first place”and“taking the party's political construction as the command”.This concept has responded positively to the new situation and it’s the objective need to improve the party's ruling ability and leadership level.It fits the inherent requirements of the modernization of national governance system and governance capacity.It is also a powerful starting point for seeing party self-governance fully exercised.
