林农天保二期工程参与意愿及其影响因素分析——以西部四个案例县(旗)为例

摘　　要：以云南省玉龙县、陕西省靖边县、甘肃省庆城县和内蒙古乌拉特前旗为例,通过林农问卷调查法,取得384份有效样本,运用logistic回归方法对林农天保二期工程参与意愿进行分析。结果显示:受访者文化程度、林木质量、是否知道公益林补偿政策和是否满意公益林补偿金兑现政策等因素对林农天保二期工程参与意愿有显著影响,并以此提出加强农村教育工作、增强公益林生态补偿标准制定的科学性、提高政策宣传力度、优化公益林补偿金的兑现政策的政策建议。Taken Yulong County of Yunnan Privince,Jingbian County of Shaanxi Province,Qingcheng County of Gansu Province and Wulate County of Inner Mongolia Autonomous Region as examples,we get 384 valid samples by questionnaires survey,analyzing the participation willingness of the second phase natural forest protection project though logistic regression method.The results showed that educational level of respondents,forest quality,knew the forest compensation policy or not,satisfied cash policy of the forestry compensation or not have a significant impact on the participation willingness of the second phase natural forest protection project.And putting forward some suggestion that improving country education,enhancing the scientific nature of the public welfare forest compensation standards,giving more publicity of the policy,and optimizing cash policy of public welfare forest compensation.
