摘　　要：针对京津冀地区散烧煤治理过程中如何做好公众沟通工作的问题,本文基于对京津冀14个村镇和街道社区干部群众开展的问卷调查和对散煤治理一线工作人员的实地走访结果,总结了京津冀地区开展散煤治理宣传工作的流程及方法。本文提出了一种散烧煤治理宣传工具包的设计方案,具体回答了散烧煤治理宣传工具包是什么、为什么要设计宣传工具包、宣传工具包的形式及使用效果等问题,以期为开展散烧煤治理的基层工作者提供实用的技术方法,优化宣传策略,实现散烧煤治理的公众参与。In view of how to implement public communication in the process of eliminating scattered coal burning in Beijing-Tianjin-Hebei area,this paper summarizes the process and methods of communication work based on the questionnaire survey to the citizens and field visits to officers in the area.Then we puts forward a design scheme of communication toolkit for those who implement the communication work,and specifically answers the questions such as what is the communication toolkit,why to design the toolkit,the form and application effect of the toolkit,so as to provide practical technical methods and optimize the communication strategies,to achieve public participation in the elimination of scattered burning coal.
