社会资本对农户参与环境治理意愿的影响——基于福建农村环境连片整治项目的调查

摘　　要：农村生态环境问题凸显环境治理成为当务之急,公众参与农村环境治理因其对政策可执行性的促进得到越来越多的关注。本文通过跟踪福建省农村环境连片整治项目,探讨农户参与环境治理意愿对于政府主体环境决策有重要的现实意义。本文基于Putnam的社会资本理论,利用福建省农村环境连片整治项目调查的168份农户微观数据,运用Logistic模型实证分析了社会资本对农户参与农村环境治理意愿的影响。研究表明:①开展农村环境连片整治项目越早的地方,农户参与环境治理的意愿越高。②社会资本对农户参与环境治理意愿具有显著的促进作用,其核心变量对参与环境治理意愿的贡献程度依次为,社会规范>制度信任>人际信任>关系网络。③人力资本变量中受教育程度大小,物力资本中的家庭纯收入,控制变量中环境权利的认知情况,显著影响农户参与环境治理意愿。为了提高农户参与环境治理意愿,可以采取强化政策支持,完善相关法律法规,大力发展农村地区的基础教育等措施。Rural ecological and environmental problems,especially environmental management,have become an urgent task.Public participation in rural environmental governance has received more and more attention because of its promotion of policy implementation.By following up the rural environmental continuous improvement project in Fujian province,this paper discusses that farmers’willingness to participate in environmental governance is important to the environmental decision-making of the main body of the government.Based on the social capital theory of Putnam,this paper analyzes the influence of social capital on farmers’willingness to participate in rural environmental governance by using the Logistic model and the microcosmic data of 168 rural households investigated by the rural environmental continuous improvement project in Fujian Province.The research shows that:①The earlier the environmental regulation project is carried out,the higher the farmers’willingness to participate in environmental governance.②The social capital has a significant promoting effect on farmers’participation in environmental governance,and the contribution of its core variables to the participation of environmental governance will be as follows:social norm>institution trust>interpersonal trust>relationship network.③The degree of education in the human capital variables,the net income of the family in the material capital,and the cognition of the environmental right in the control variable are significantly affect farmers’willingness to participate in environmental governance.In order to improve farmers’willingness to participate in environmental governance,measures such as strengthening policy support,improving relevant laws and regulations,and vigorously developing basic education in rural areas can be adopted.
