摘 要:本文对《国家中长期人才发展规划纲要(2010—2020年)》的实施情况进行了评价,提出通过推动规划落实,我国人才体制机制改革和政策创新取得重大进展和成效,事业单位人事制度改革分类推进,人才评价机制改革重点突破,人才激励保障体系健全强化,人才创新创业得到有力支持,海外人才引进制度不断创新,人才管理改革试验区发展亮点频现。下一步,推动重点人才政策与体制机制改革的有效实施和落实,应坚持高端引领,坚持制度创新,坚持市场导向,坚持国际发展。This paper evaluated the implementation of the National Medium and Long-term Talent Development Plan (2010-2020) and put forward that China has made significant strides and results in talent system mechanism reform and policy innovation through the implementation of the plan, including the classified promotion of personnel system reform at public institutions, key breakthroughs in the reform of talent evaluation mechanism, the strengthening of the talent incentive system, the strong support for talent innovation and entrepreneurship, the continuous innovation of overseas talent introduction system, and the frequent highlights in the talent management reform pilot areas. In the next step, to promote the effective implementation of key talent policies and institutional reforms, it is necessary to adhere to high-end leadership, institutional innovation, market orientation, and international development.
