摘 要:在完善公务员工资制度中,亟须建立适合不同类别公务员的工资制度及符合行业特点的事业单位工资制度,同时要考虑不同类别公务员之间、不同行业的事业单位之间,以及机关和事业单位之间工资水平统筹协调问题。本文认为,建立符合行业特点的工资制度,最终解决的是不同行业之间工资差异问题,"行业"之间工资关系的本质应该通过不同"职业"的工资水平差异上体现。处理行业之间工资关系主要考虑五个方面的因素:即地区差异性、工作条件差异性、人力资本投入差异性、国家战略需要、劳动力市场供求状况等。In improving the wage system for civil servants, it is urgent to establish a wage system suitable for different types of civil servants and a salary system for public institutions in line with the characteristics of the industry. At the same time, it is necessary to consider the issue of overall coordination of wage levels between different types of civil servants, between public institutions in different industries, and between government bodies and public institutions. This paper argued that the establishment of a wage system in line with the characteristics of the industry ultimately solves the problem of wage differences between different industries. The nature of the wage relationship between "industries" should be reflected in the difference in wage levels for various "occupations". Five factors are mainly considered in dealing with the wage relationship between industries. The five factors are regional differences, differences in working conditions, differences in human capital investment, national strategic needs, and supply and demand in the labor market.
