摘 要:为研究环境规制、技术创新与煤炭产业发展的内在关系,本文选取经济体排放二氧化硫(SO2)总量作为环境规制指标,采用与"煤"相关专利申请数量作为技术创新指标,选取煤炭消费数量作为煤炭产业发展指标。通过向量自回归模型、脉冲响应函数及方差分解方法,对我国2000~2016年相关时间序列进行分析。结果显示:环境规制是制约煤炭产业发展的主要因素,二者呈"U型"曲线,环境规制短期和长期有力于煤炭产业发展,中期具有抑制作用,因此需平衡产业规制强度;技术创新对煤炭产业发展短期提振效果显著,但技术创新短期内很难突破环境规制制约煤炭产业发展助推技术创新与环境规制发展。同时提出,环境规制管控要适度;技术创新从量变向质变转变;打造产业链"减排"措施的建议。In order to study the internal relationship of environmental regulation,technological innovation and the development of the coal industry,this paper selects the total amount of sulfur dioxide emitted by the economy as the environmental regulation index,selects the number of patent applications related to coal industry as a technological innovation indicator,and selects the coal consumption quantity as the coal industry development index.Through the vector autoregressive(VAR)model,impulse response function and variance decomposition method,it analyzed the relevant time series from 2000 to 2016 in China.The results focus on three aspects.Firstly,environmental regulation is the main factor restricting the development of coal industry,which can be found by an“U-shaped”curve.The short-term and long-term environmental regulation is conducive to the development of the coal industry,but it has a restraining effect by the medium term one.Therefore,it is necessary to balance the intensity of industrial regulation in the process of industrial development.Secondly,technological innovation for short-term can obviously promotes the development of coal industry,but difficult to break through environmental regulation.Thirdly,coal industry development can improve the development of technological innovation and environmental regulation.Moreover,it is proposed that environmental regulation control should be appropriate,technological innovation should change from quantitative to qualitative and try to construct industrial chain to reduce emission.
