摘 要:为了解决各地政府的人才政策制定与实施过程中存在的问题,在政策分析理论的基础上,本文构建了系统全面的人才政策评价分析指标体系,从人才政策制定、执行、效果监督3个不同阶段对人才政策进行了全面的分析评价。结合调研的实际情况,为了保证人才政策的科学制定与有效落实,笔者建议:重视和坚持党管人才的基本原则,切实加强组织部门牵头抓总职能;制定人才工作条例,建立现代化法制化的人才法规体系,将人才培养、引进、流动、评价、激励、服务、保障等工作法制化,促进人才工作规范化发展;建立人才工作的科学管理体系,根据有关评价指标体系对每个阶段进行科学管理;构建人才工作信息化管理平台,提升人才工作质量与效率;积极发挥外部智库的力量,提高人才工作的水平与体制机制创新能力。In order to solve the problems existing in the formulation and implementation of talent policy of local government, based on the theory of policy analysis, this paper constructs a systematic and comprehensive talent policy evaluation and analysis index system, and makes a comprehensive analysis and evaluation of talent policy from three different stages of talent policy formulation, implementation and effect supervision. In order to ensure the scientific formulation and effective implementation of the talent policy, the author suggests: adhering to the basic principle of the Party's management of talents, strengthening the leading role of the organizational departments;formulating regulations on the work of talents, establishing a modern and legalized system of talent laws and regulations to promote the standardized development of talent work;establishing a scientific management system for talent work, and scientifically manage each stage according to the relevant evaluation index system;building an information management platform for talent work to improve the quality and efficiency of talent work;exerting the power of external think tanks to improve the level of talent work and the innovation ability of system and mechanism.
