摘 要:为了测算我国各区域的农业补贴绩效情况,进而分析区域间的收敛性,文章先运用熵权TOPSIS法设置指标权重,构建了包括4个一级指标,13个二级指标的农业补贴绩效评价指标体系,其后对2000-2016年全国和东中西部地区的农业补贴绩效水平进行了σ收敛和β收敛性检验。研究结果显示:考察期前期不存在σ收敛性,后期呈现一定程度的σ收敛性,但全国范围的农业补贴绩效σ系数明显大于三大地区内部的农业补贴绩效σ系数,说明三大地区之间的农业补贴绩效差距较大,东中西部之间的辐射带动作用发挥有限;条件β收敛在全国和三大区域都不显著,说明其农业补贴绩效很难自动发展到各自的稳态水平。This paper aims to measure the performance of agricultural subsidies in China and then analyze the convergence between regions.It first uses the TOPSIS method to set the index weight ,and calculates the agricultural subsidy performance level of 31 provinces in China from 2000 to 2016.The σ-convergence and β-convergence tests are then carried out on the agricultural subsidy performance in the whole country and in the eastern, central and western regions respectively.The results show that there is no σ-convergence in the early study period and a certain degree of σ-convergence in the later period.However,the nationwide σ-convergence of agricultural subsidies is significantly larger than that of agricultural subsidies in the three major regions,indicating that the performance gap between subsidies is relatively large.There is no conditional β-convergence both in the whole country and in the three regions, indicating that the performance of China’s agricultural subsidies will not automatically reach their respective steady-state levels.
