做强省域高等教育的动因和基础探析

摘　　要：加快做强省域高等教育是建设高教强国、实现中华民族伟大复兴的重要基础。当前进一步做强我国省域高等教育既有一定的动因,也具备相应的基础:"优先发展教育,建设人力资源强国"战略和"教育均衡化发展"战略的提出是政治动因;人民群众对优质高等教育资源的需求是文化动因;提升我国国际竞争力是国际化动因;省域经济实力不断壮大和政府财政投入高等教育的能力逐步增强是经济基础;各省域高等教育由大众化阶段向普及化阶段迈进和以省为主的办学体制与管理体制已初步形成是重要保障。Accelerating the construction of higher education is the important foundation for building a powerful country in higher education and realizing the great rejuvenation of the Chinese nation. At present,there are certain motivations and corresponding bases to further strengthen the provincial higher education in China. The proposal of the strategy to "Give priority to the development of education and construct the power with human resources"and the strategy of the "balanced development of education"are the political motivation. The people’s demand for the high-quality higher educational resources is the cultural driving force;and the enhancement of the international competitiveness of China is the internationalized motivation. The growing economic strength of provinces and the gradual enhancement of the government’s ability to invest in higher education are the economic basis. The higher education in various provinces and autonomous regions advancing from the stage of popularization to the stage of popularization,and the initial formation of a provincial-based school-running and management system are an important guarantee.
