摘　　要：采用文献研究法和比较研究法,从更宽的世界视角,对历史悠久、人文社科素养教育推广程度较高的部分西方国家和地区开展调研,结果显示:国外保证社科素养提升立法健全,整体规范化;发挥传统优势,结合新载体,促进社科素养提升常态化;打造长期全民阅读工程,强化社科素养提升内驱化。调研认为,"文化浙江"建设过程中,应把工作重点放在社科立法、全民阅读、精准普及的载体创新以及人文社科成果数字化管理等方面。调研在《浙江省公众人文社会科学素养及需求调查(2013)》部分数据的基础上,结合新形势,提出对策,为政府宏观决策提供参考。By applying the literature research and comparative research methods,the present paper conducts a broader survey concerning some regions and countries in the West with a long history and highly-developed humanities and social science education.The result shows that the Western countries have integrated legal protection system to promote the literacy of humanities and social science into normalization by using both traditional and new carriers,and that they have reinforced the internalization of literacy of humanities and social science by constructing a long-term national reading project.The survey believes that to build Zhejiang of culture must focus on the legislation,national reading,innovation of carriers for accurate popularization and digital management.This survey also offers proposals for the government on the basis of some statistics of Survey of Humanities and Social Science Literacy of Zhejiang Citizens (2013).
