摘 要:基于系统动力学的复杂系统分析,通过对绿色采购供应链的内部关系以及"政府补贴"这一外部环境变量的分析,构建绿色采购供应链的因果关系图,进而分析其存量流量关系图,探讨和分析政府补贴政策与绿色采购供应链之间的机制运作。研究表明:政府补贴激励政策对绿色采购供应链呈现"倒U型",起初通过补贴政策对回收率能够起到激励的效果,但是后期鼓励政策的效果会慢慢缩减,找寻到"拐点"可以帮助政府更好地实施鼓励政策。政府需要实施"弹性"政策,实现刚柔并进,以刚性的法律规定践行绿色社会责任,同时结合柔性鼓励性的支持补贴政策,为绿色采购供应链的发展提供保障。Based on the complicated system analysis of system dynamics, this paper constructed the causal relationship diagram of green procurement supply chain, and then analyzed its inventory flow diagram by studying the internal relationship of green procurement supply chain and the external environment variable of "government subsidy". The mechanism between government subsidy policy and green procurement supply chain were discussed. The result shows that the government subsidy incentive policy has an inverted U-type relationship with the green procurement supply chain. At first, the subsidy policy can provide incentives for the recovery rate, but the effect slowly becomes worse. Finding the inflection point can help the government better implement the encouragement policy. Flexible policy is recommended, namely, to practice the requirements of green social responsibility with rigid laws, and to encourage the green procurement with the subsidy policy. The research can provide some reference for the development of green procurement supply chain.
