摘  要:目前,由于智库环境缺少融合性导致生态承载力薄弱,智库"孤岛"现象导致智库发挥效果超耐度失衡、智库运用方向不明晰导致发展的花盆效应以及对智库评价考核方式不明确导致效力的迷失等,要改变地方高校智库发展存在生态失衡的现状,就需要从生态理论中系统联系、竞争发展、平衡共生等三个维度来推进智库发展,也就从软环境建设、协同创新、旋转门和科学评价等四个机制促进地方高校智库生态运行,从而营造出系统的、可持续的、和谐、共生的发展生态系统。At present, the ecological carrying capacity of think tanks is weak as a result of lack of environment integration, think tanks are isolated, also called isolated think tank islands, leads to the imbalance of their overtolerance effects, unclear role orientation brings about flower 一 pot effects, and the vague evaluation approaches causes their effectiveness loss. In order to solve these problems, it is necessary to promote the development of think tanks from the three dimensions of systematic connection, competitive development and balanced symbiosis in ecological theory. From the four mechanisms of soft environment construction, collaborative innovation, revolving door and scientific evaluation, the ecological operation of local university think tanks is promoted, thus creating a systematic, sustainable, harmonious and symbiotic development ecosystem.
