摘 要:本文采用文献研究法和逻辑推理法,分析"二次议价"制度对降低药品虚高价格、提供医保支付标准数据源、平衡医疗机构财政收支三方面的意义以及规范"二次议价"行为过程中存在的问题,并提出相应对策。从明确 "二次议价"收益分配机制、政府出台权威的"二次议价"规范性政策、建立全国统一的 "二次议价"监管平台三个方面解决"二次议价"实践中产生的问题,为规范"二次议价"行为,完善我国药品价格监测体系,促进医保支付制度改革提供参考。This paper adopted literature research and logical reasoning method to analyze the significance of the “second bargaining” system in reducing the virtual high price of medicines, providing the standard data source of medical insurance payment, and balancing the fiscal revenue and expenditure of medical institutions. In addition, it presented the “second bargaining” behavior problems in the process and put forward the corresponding countermeasures, including the clear “second bargaining” income distribution mechanism, the government-issued normative policy of the “second bargaining”, and the establishment of a unified national “second bargaining” regulatory platform. The aim is to provide some reference for standardizing “second bargaining” behavior, perfect the drug price monitoring system in our country and promote the reform of medical insurance payment system.
