摘　　要：1950～1954年运营的中苏民航公司,是新中国成立初期中苏两国政府根据平权合股原则共同投资经营的一家股份制企业。在运营期间,中苏民航公司在技术发展、人力资源、管理经验、规章制度等方面为新中国民航事业的发展奠定了坚实的基础。中苏民航公司安全运营并取得显著业绩的原因,除了两国政府的大力支持、双方干部职工的共同努力以及新中国对外联系交往日益增多外,还与公司采取的明确工作人员岗位职责、确定经济技术定额标准、加强安全飞行保证工作、建立干部职工全员学习制度等一系列安全运营措施息息相关。The Sino-Soviet Civil Aviation Company,operated from 1950 to 1954,was a jointstock enterprise jointly invested and operated by the governments of China and the Soviet Union in the early days of New China on the basis of the principle of equal rights and joint stock.During this period,Sino-Soviet Civil Aviation Company laid a solid foundation on material technology,human resources,management experience and rules and regulations for the development of civil aviation in New China.In addition to the strong supports of the two governments,the joint efforts of cadres and workers of both sides and the increasing contacts with foreign countries in New China,The Sino-Soviet Civil Aviation Company’s safe operation and its remarkable achievements were closely related to series of measures such as taking actions to clarify the duties and responsibilities of its staff,determine the standard of economic and technological quotas,strengthen the work of ensuring safe flight and establish a full-time learning system for all the staff.
