开放式创新能够提升研发投资效率吗?

摘　　要：作为一种创新思想和理念,开放式创新将外部资源和合作者纳入到内部创新网络和平台中,通过构建内部动态创新网络从而推动技术创新活动,它提供了解决企业研发投资效率问题的新思路。2012年至2016年软件和信息技术服务业上市公司的数据表明,实施开放式创新,整体上能够提升研发投资效率,能够抑制投资过度,但对投资不足问题在统计上的影响不显著。开放式创新涉及的范围越广,研发投资效率的提升作用越强,抑制过度投资的作用也越强,但却无法解决投资不足问题。这些研究发现对改进和提升软件与信息技术服务企业研发投资效率有重要的现实意义。As a new innovative thought and idea,the open innovation introduces the external resource and the partner into the internal innovative network and platforms,which offers a new idea for solving the problems about the enterprises’R&D efficiency by constructing an internal innovative network so as to improve the technological innovation activities.The data of the listed company of the software and the information technology service industry from 2012 to 2016 indicate that applying the open innovation could improve the efficiency of R&D investment as a whole and it can restrain the overinvestment,but the effect on the underinvestment is non-significant from the perspective of the statistics.The wider range the open innovation is,the stronger effect of the R&D investment efficiency and the effect of restraining the over investment as well will be,but it cannot solve the problem of underinvestment.The findings in the paper are significant for improving and enhancing the efficiency of R&D investment for software and information technology enterprises.
