基于政务云构建省级医疗救治应急指挥平台的实践

摘　　要：目的探讨省级医疗救治应急指挥平台建设,建立和健全统一指挥、功能完善、反应灵敏、协调有序、运转高效的应急医疗救治机制。方法遵循政策法规和标准规范,基于政务云设计平台总体架构、网络架构等,实现车载视频监控系统、应急通讯调度系统、视频会议与远程会诊系统、综合应急指挥系统、九地市互联互通等服务协同。结果基于该平台,可以在突发事件卫生应急处置工作中,提升信息汇集与预警预测、评估决策、实时协同与联动以及通信指挥等能力。结论省级医疗救治应急指挥平台的建设,对提高政府应对自然灾害和突发事件卫生应急处置能力、保障重大活动顺利开展具有重大意义。Objective To explore the construction of the provincial emergency command platform for medical treatment, establish and improve the emergency medical treatment mechanism with unified command, perfect function, responsive, coordinated and ef?cient operation.Methods Follow the policies,regulations and standards, design the overall architecture and network architecture of the platform based on government affairs cloud, to achieve the service coordination for vehicle video surveillance system, emergency communication scheduling system, video conference and tele-consultation system,comprehensive emergency command system and other intercity interconnection services. Results Based on this platform, we can improve the ability of information collection and prediction, evaluation and decision,real-time coordination and linkage and communication command in the health emergency disposal work.Conclusion The construction of the emergency command platform for provincial medical treatment is of great signi?cance to improve the government’s ability to respond to natural disasters and emergencies and ensure the implementation of major activities.
