摘　　要：完善基层气象防灾减灾能力是一项系统工程。需要政府大力支持,建立长效机制,还需相关部门支持和配合,完善基层气象防灾减灾工作体系,提高防灾减灾知识水平。It is a systematic project to improve the capability of meteorological disaster prevention and mitigation at the grass-roots level. It needs the support of the government, the establishment of a long-term mechanism, the support and cooperation of relevant departments, the improvement of grassroots meteorological disaster prevention and mitigation work system, and the improvement of disaster prevention and mitigation knowledge level.
