摘  要:信息技术与教育教学的深度融合是世界教育信息化改革的难点之一。"十二五"以来,我国教育信息化发展的多项重大规划和决策都将之作为重要的战略目标。尽管政府决心大、投入多,相关的政策举措也相继出台,但仍然面临信息技术和教育教学"两张皮"的困境。本文以"一师一优课、一课一名师"这个国家用以推进技术和教学深度融合的重大举措和抓手为例,从"政策实施"的视角详细考察了该项活动在地方和学校层面如何被落实的复杂情形、呈现了上述"两张皮"现象何以形成的动态过程,进而对政策运行中的"行政推动"与"竞赛驱动"机制及其局限进行了反思。据此,本文从完善政策设计和优化实施机制两个维度,在参照国际教育改革前沿趋势和经验的基础上,对于如何真正促进信息技术和教育教学的有效及深度融合问题,提供了相应的启示和建议。The effective and deeper integration of information technology(IT) and classroom instruction is one of the biggest challenges for reformers to liberate learning with IT. Since the 12th five-year planning, the Chinese Government had set up the grand vision for introducing a deeper application of IT in basic education. However, strong determination and the vast amount of financial input, as well as a series of initiatives of the state, did not turn out to be a successful story. This paper, based on the cases from the "One Teacher, One Class" initiative enacted by the Ministry of Education, looked into the complexity of how the policy was implemented in local district and school context. This study described the dynamic characteristics of the very process that finally made the government’s endeavor ineffective and unsuccessful, and especially reflected on the limitations of bureaucracy and tournament competition as driving mechanism. This paper further discussed some strategies that might enhance the effective integration of new technologies and education.
