摘  要:城乡义务教育资源均衡发展,特别是农村义务教育资源配置,是党和国家新世纪关注的重点问题。李克强总理在全国教育大会上指出:要着力补上短板,夯实义务教育这个根基。从公共教育政策角度审视我国农村义务教育的资源配置,可以发现存在经费不足、教师短缺、课程落实困难和教学方法单一等问题。借鉴美、日、韩等国所采取的专款专用、课程改革、教师互换等系列措施,我国要通过完善教育立法、完善教师补贴政策、完善教育课程以及城镇教师支援农村义务教育等相关政策,促进农村义务教育资源的配置和城乡义务教育协调发展。Balanced compulsory education development between urban and rural areas,especially in rural compulsory education resources allocation is the focus of attention for the Party and the state in the new century. Primeier Li Keqiang pointed out at the National Education Conference that efforts should be made to make up for the weakness and consolidate the foundation of compulsory education. From the perspective of public education policy, there are still problems of insufficient funds,shortage of teachers,difficulties in curriculum implementation and sin- gle teaching methods. Drawing lessons from the special funds,curriculum reform and teacher exchange measures a- dopted by the United States,Japan and South Korea,China should promote the allocation of rural compulsory edu- cation resources and the coordinated development of urban and rural compulsory education by improving education legislation,teacher subsidy policies,curriculum,and aiding rural compulsory education by urban teachers.
