摘　　要：文章基于2014—2017年的面板数据,运用三阶段DEA模型,对河北省新经济上市公司的技术创新效率进行了实证研究。结果表明:技术创新效率偏低主要由规模效率引起,规模效率的改进是推动国有企业和民营企业协同发展的重要途径;股权集中度、股权制衡度、上市年限、技术外溢增加了研发投入冗余,而政府补贴、多元化经营程度、信息化水平节约了研发投入冗余,环境因素最终不利于企业创新模式的升级转化。最后,文章根据实证结果,提出了相应政策建议。Based on the panel data from 2014 to 2017,this paper uses the three-stage DEA model to do an empirical research of the technology innovation efficiency of new economy listed companies in Hebei province.Findings show that the scale efficiency is responsible for the low efficiency of technological innovation.The improvement of scale efficiency is an important approach to promoting the coordinated development of state-owned enterprises and private enterprises.Some elements lead to the redundancy increase of research investment,including ownership centralization,ownership balance,listing years and technology spillover,while some other ingredients save the redundancy of research and development investment,like government subsidies,diversified running level degree,and information technology level,and environmental factors are ultimately not conducive to the upgrading and transformation of enterprise innovation modes.Finally,based on the empirical results,this paper proposes corresponding recommendations.
