摘 要:霸道官员自古有之,与我国深刻的历史文化意识密不可分,随着时代发展呈现出不同的特点。官员霸道是影响当前干群关系、社会改革的重要问题,而官员霸道的滋生与公共权力的异化密不可分,并集中表现为官僚主义、权力腐败等现象。在公共权力异化视阈下,从公共权力的悖论、递延化、私有化、市场化等异化特征全面剖析官员霸道现象的生成原因,有助于从公共权力执行的角度探索官员霸道现象的治理措施。实行权力清单制度、推进政治体制改革、开展权力道德建设、优化政治生态环境是新时期治理官员霸道现象的有效路径。Overbearing officials have existed since ancient times and been closely related with Chinese profound historical and cultural awareness.They have different characteristics along with the development of the times.Official Overbearing is the key factor that affect the relationship between the cadres and the masses,social reform.The breed of official overbearing is inseparable from the alienation of public power,focusing on the performance of bureaucracy and corruption of power.In the view of alienation of public power,this paper analyzes the causes of the official overbearing from such aspects as paradox,deferral,privatization and marketization,and it is helpful to explore the measures to control the official overbearing from the perspective of public power enforcement.Implementing power list system,promoting political system reform,constructing power morality and optimizing political ecological environment are effective ways to control the official overbearing in new era.
