摘　　要：研究产业集群国际化治理能力,需要界定能力、治理能力与国际化能力,在此基础上明确产业集群能力、产业集群治理能力与产业集群国际化能力的内涵,并提出"产业集群国际化治理能力"的概念。产业集群国际化治理能力是指产业集群在国际化进程中通过其治理机制来实现产业集群治理目标的能力,通过对产业集群和产业集群能力、产业集群治理和产业集群治理能力、产业集群国际化和产业集群国际化能力的分析,进一步拓展到产业集群国际化治理和产业集群国际化治理能力,并从治理主体、治理目标、治理机制、治理活动四个方面对产业集群国际化治理能力进行评价。To study the international governance capability of industrial clusters, it is necessary to define the capabilities, governance capabilities and internationalization capabilities. On this basis, the connotations of the capabilities of industrial clusters, governance capabilities of industrial clusters and internationalization capabilities of industrial clusters are clarified, and the concept of "international governance capability of industrial clusters" is built The ability of industrial cluster internationalization governance refers to the ability of industrial cluster to achieve the goal of industrial cluster governance through its governance mechanism in the process of internationalization. Based on the analysis of the abilities of industrial cluster and industrial cluster, industrial cluster governance and industrial cluster governance, industrial cluster internationalization and industrial cluster internationalization, the abilities of industrial cluster internationalization governance and industrial cluster internationalization governance and industry. Cluster internationalization governance capability is evaluated from four aspects:governance subject, governance goal, and governance mechanism and governance activities.
